PARTY PLANS
Liberal Plan
- Establish an absolute cap for emissions based on 1990 levels
- Set a carbon budget that industry will be legally bound to respect
- Charge companies who violate the cap $20 a tonne (rising to $30 by 2011)
- Implement a carbon tax
NDP plan
- Mandatory home efficiency standards and incentives for public and private buildings
- Cap industry emissions and reduce 50% by 2050; each industry would get saleable "credits" if they pollute less than their limits -- credits could then be sold to companies who exceed their limits
Conservative plan
- Impose mandatory targets so that air pollution from industry is cut in half by 2015
- Regulate the fuel efficiency of cars and light duty trucks, beginning with the 2011 model year
- Strengthen energy efficiency standards for energy-using products such as light bulbs
