"In a country as large as Canada, if we wait for unanimity we'll paralyze ourselves into inaction," Mr. Campbell said.
"Premier Stelmach will follow the course that he thinks is best for his province. ... I believe the route we are taking will be positive, it will build our economy."
Mr. Campbell insisted B.C.'s aggressive climate action plan is not rendered ineffective by Alberta's actions.
"I believe you lead by example and others follow," he said.
Mr. Stelmach warned that any attempt to hurry Alberta along in cutting greenhouse-gas emissions would be disastrous, not just for his province, but for the fragile Canadian economy.
"Today the economy in Canada is dependent in large part on the economy of the province of Alberta. If we were to race everyone and immediately reduce greenhouse-gas emissions that would mean a total shutdown - a total shutdown - of the oil sands," he told reporters.
"That is what we talked about - and I'm not saying this in a boastful way - we said everyone will do their part. Some will move quicker on their goals, but in the end we will all come together and work towards exceeding the targets we've laid out for ourselves."
The major source of Canada's increasing emissions is Alberta's oil sands, where production is expected to quadruple in the coming years.
The oil sands are also one of the dirtiest sources of energy to produce, and Mr. Stelmach said Alberta is doing its part by forcing producers to reduce the emissions created in the extraction of each barrel of oil. However, it will take time, he said.
The premiers met in a Vancouver hotel for several hours, talking about everything from internal trade barriers to tailpipe emissions.
While they emerged with some progress in cutting barriers to trade between provinces, they could offer little in the way of concrete progress on the climate-change file. . . . . . . . . .. . .. . . . . . . . . . .
